notes:
Attack rating is halved for units with 50% or more damage.
Naval units halve their attack rating when attacking air units. Bombers halve their defense and attack ratings when in combat against fighters.
Only destroyers, cruisers and cities can see submarines. Submarines cannot see land or air units. All units can sight air units at a range of 2.
Cruisers and battleships may attack land units, halving their target's defense rating.
Land units double their defense rating when in forest, mountain, or under attack by an armor unit when in a river.
Armor move is reduced to 1 in forest, river and rough terrain. Armor cannot move into mountains.
